A starter kit for drawing manga and comics in Procreate: inking pens, screentones, speed lines and a couple of the stock effects every comic page uses. 23 brushes, free from the artist Di.
The file is downloaded from Di's Gumroad page — Brusher only describes it.
Inking
Two line brushes, two pens, a brush and two "pen + texture" brushes that leave a slightly dry, printed edge. That covers clean panel borders, character outlines and rougher inking.

Screentones
Nine comic texture brushes paint screentone patterns — dot grids, lines, checks, plaid, crosses and cracks among them — with an adjustable zoom, so the same tone can be fine or coarse. Paint them on their own layer under the line art, the way physical screentone was cut and placed.
Speed lines and effects
Two action line brushes for speed and focus lines, two emotional text frames — burst-shaped balloons for shouts and shocks — plus a cloud brush, a birds brush and a sparkle pattern brush for quick backgrounds.
